Labuan duty free whisky is still tax-free on the island, but the amount you can take to the mainland is now small. Since 2023, the limit is 1 litre of alcohol in total per person, down from 6 litres. You also need to stay on Labuan for at least 24 hours. Budget 2027 will raise the island's general shopping limit to RM10,000, though the start date has not yet been announced. Here is what that means for whisky buyers.
Labuan duty free whisky limit: 1 litre
The rule comes from item 11 of the Customs Duties (Exemption) Order 2017. It lets people bring wine, spirits, beer or malt liquor from Labuan to the rest of Malaysia, "not exceeding 1 litre in all". To qualify, you must have stayed on Labuan for at least 24 hours. That is half the 48 hours needed on Langkawi or Tioman.
In practice, one 1 litre bottle of whisky uses your whole allowance. Also, the litre covers all alcohol together, so a bottle of whisky and a few cans of beer go over it. If you carry more, you pay duty on the excess.
The 2023 cut from 6 litres
For years, Labuan had a far more generous limit. According to stakeholders quoted by FMT in March 2024, the limit was 6 litres of alcohol, or 24 cans of beer. In 2023, it fell to 1 litre, or 4 cans.
Local businesses have asked the government to restore Labuan's full duty-free status. So far, though, the 1 litre cap stands. In October 2026, Malay Mail confirmed that alcohol from the duty-free islands remains limited to "a combined total of one litre per person".
Labuan rules at a glance
| Period | Alcohol to mainland | Beer | Minimum stay |
|---|---|---|---|
| Before 2023 | 6 litres | 24 cans | 24 hours |
| Since 2023 (current) | 1 litre in total | 4 cans | 24 hours |
| Budget 2027 plan | Not announced | Not announced | 48 hours for the RM10,000 limit |

The table shows why many older blog posts now mislead. If a guide still talks about 6 litres, it predates the 2023 change. Likewise, any guide that promises more whisky under the RM10,000 plan is guessing, because Customs has not set the details yet.
Tobacco is no longer duty free
Cigarettes became taxable in Labuan on 1 Jan 2021. The same change applied on Langkawi, Tioman and Pangkor. So some older guides that list a cigarette allowance for Labuan are out of date.
Budget 2027: the RM10,000 limit
The government tabled Budget 2027 on 9 Oct 2026. It will raise the duty-free shopping limit for visitors to Labuan and Langkawi to RM10,000, with a 48-hour minimum stay. As of 11 Oct 2026, the start date has not yet been announced. It was also unclear which goods qualify, as Malay Mail reported.
Note one detail for Labuan. The new plan uses a 48-hour stay, while the current alcohol rule needs only 24 hours. We do not yet know whether the two will merge. So for Labuan duty free whisky, follow the current 1 litre and 24-hour rule until Customs gazettes new terms.

Where to buy Labuan duty free whisky
NST published a visitor guide to duty-free shopping in Labuan on 3 Apr 2024. It points to three main areas:
- Financial Park Labuan complex, a shopping centre with stores such as Parkson and Guardian.
- Labuan Airport, with Choc Stop International and Eraman Malaysia.
- The ferry terminal area, with shops nearby.
The NST guide does not list which shops sell whisky, nor their prices. So ask in store, and compare a few shops before you buy. Read the NST visitor guide for the wider shopping picture.
Labuan duty free whisky prices
We found no dated price list from a named Labuan shop. One site, labuantourism.my, reports Johnnie Walker Black Label at RM95–RM130 and Chivas Regal 12 at RM85–RM110 on Labuan. However, the page has no date, and we could not confirm that the site is official. It also lists a cigarette allowance that no longer exists. So treat those figures as reported only, not verified.
For a solid benchmark, use the KLIA prices instead. On 16 Oct 2026, Eraman at KLIA listed Johnnie Walker Black Label 1 litre at RM228. In city shops, a 70cl bottle typically costs RM248–RM269, while Chivas Regal 12 costs RM264–RM273. Our KLIA duty free whisky price list has more.
Whatever you pay, check the bottle. Seals should be intact, labels sharp and the price believable. Our where to buy whisky guide explains the warning signs of fake whisky.
Who can buy whisky in Labuan?
21 is the legal minimum age to buy alcohol, under the Food (Amendment) Regulations 2016. Enforcement was reported from December 2017, with the Health Ministry announcing the 21 rule on 16 Oct 2018. So shops may ask for ID. As elsewhere in Malaysia, liquor sales follow local licensing rules, and buyers should expect ID checks.
Taking Labuan duty free whisky home
- Stay 24 hours. Count from your arrival on Labuan to your departure.
- Buy 1 litre or less. A single 1 litre bottle is the simplest choice.
- Keep the receipt. It shows the shop and the date of purchase.
- Declare the rest. If you carry more than 1 litre, tell Customs and pay duty on the excess.
If you travel with family, each adult who qualifies has a separate 1 litre limit. So each person should carry their own bottle and receipt.
Labuan, Langkawi or KLIA?
Labuan has the shortest stay rule of the three duty-free islands. So it suits business visitors on a quick trip. In contrast, Langkawi needs 48 hours and has more shops. Meanwhile, KLIA suits anyone flying home from abroad, because its prices are online.
All three share the same 1 litre alcohol limit. So the best choice depends on your trip, not on a bigger allowance. For the full set of rules, see our duty free whisky Malaysia guide. Also see our whisky tax guide to understand why duty-free prices are lower.
